For me, it seems to work on Android and not iPhone.  Is it best to just use orientationchange event since it falls back to throttledsize as a backup?  Is this a known device difference that we just have to keep in mind?  I don't think there's any other way to resize the screen other than an orientation change on iOS, is there?
