"Tickets with Patches" Triage

Hey Everyone -
I created a new Trac query that lets us see all the tickets that have
attachments and aren't closed (specifically attachments that end in
.patch or .diff).

We should probably do some triage and make sure that ones with test
cases get landed, or rejected, here pretty quickly.
