Tooltip breaks when adding bind event

Tooltip stops working in IE/Opera when you add another bind event to the element.

I am including an example - http://exodus.quadspeedi.net/~rhutchison/tooltip/example.html

Tested in Chrome/Firefox (works fine). IE/Opera fail.
