Transparent background image + color

I notice than themeroller uses different images for each texture/color combination (e.g. bg-glass-ff0000, bg-glass-00ff00, etc.) Isn't it possible to use a background-image with an alpha channel and the background-color attribute to accomplish the same thing? Is there a reason why it is not done that way?
