What does this mean? "transition performance can be poor on upgraded devices"

So I am looking at the docs for 1.2 and I see on the A grade devices about the transitions etc, anyhow under android 4.0 I see this note " transition performance can be poor on  upgraded devices" but I am not sure what this means?
