WHERE DO I DOWNLOAD THE OFFICIAL .TMPL AND .DATALINK PLUGINS.

I am new to web coding and have searched the web for the official plugin locations without success.

I would like to know where to go both to download the code and if there is a standard url that I can use instead of downloading?
