Why my own css does not work on first load?

Hi, I newly meet with jquery mobile and developed a web site http://www.nurrisalem.com
In this web site I have a problem with css
When I use css inside the any tag with style="" attribute there is no problem but
When I use css inside the style tag css properties does not work on first load but
When I refresh the page it works fine
What might be the solution?
