Android Not Working - JQM 1.1.0 - Blank Screen No CSS

Hello, We are developing mobile apps for Honda Ontario and are having issues with android.
Some users are getting a blank screen and others the CSS is not loading up.
Tested on Ice Cream Sandwich & Android Gingerbread 2.3.5
Could someone suggest a fix to our problem, Your help would be greatly appreciated.
