I have something similar to;
$("a").wrap('<div class="mapwrap" />');
$("a").after('<div class="mapover" >A</div>');
how can I combine this to a single line with one reference to $("a")

Most, if not all (someone correct me if I'm wrong), JQuery methods and functions return the original set selected. So you can take your two lines of code and do this:
$("a").wrap('<div class="mapwrap" />').after('<div class="mapover" >A</div>');

If you need to do something with one element in different parts of your program you should do like this:
var elements = $('a');
elements
.wrap('<div class="mapwrap" />')
;
elements
.after('<div class="mapover" >A</div>');
or use chains
