Div has conflicts/blocked by jquery-1.9.1.js (Can jquery skip that DIV?)

I have no idea why this is doing this but I am looking for a fix. I spent all day working on a multiple menu setup to copy over to page then it will not show up...
UNTIL I delete
<script src="http://code.jquery.com/jquery-1.9.1.js"></script>
OR
<script type="text/javascript" src="http://localhost/Work/script/script.js"></script>
Is there a way to have jquery ignore the div?
Here is the DIV

What do you mean by ignore? Remove? Hide? Disable? At this moment
jQuery is ignoring that div
, there is no jQuery.
