I can tell you: It's because the offset method currently isnt able to correctly track the scroll offset of elements. It's not a jQuery UI thing, but I'm investigating how to fix it.

jboesch: Can you provide a sample page? I have tested this and had
success.
Paul: Can you look at http://plugins.jquery.com/node/1172 which
contains a patch for fixed positioning in draggables?

The problem is actually in jQuery UI 1.0. There have been major
changes recently (Paul actually completely re-wrote drag and drop
about a week ago), that fix this problem. If you download the latest
code from SVN (if you don't know how to use SVN, you can download the
files from http://jqueryjs.googlecode.com/svn/trunk/ui/current/).
You need an SVN client to apply the patch, or you can download the
patched file at http://www.scottsplayground.com/temp/ui.draggable.js.

I have used the latest revision of these files:
ui.mouse.js
ui.droppable.js
ui.sortable.js
ui.draggable.js
jquery.dimensions.js
but still having the same issue. Could is be a browser issue that
means it works for you but not me? I'm osx 10.4 FF2.

Ok, I re-downloaded the jquery-1.2.2b2.js and I have included all the
new javascript files. It works in firefox.. not in IE6. In IE6, the
droppable works, but now the draggables have a mis-interpreted
offset. Basically the draggables are having the same problem the
droppable just did. When I scroll the page and click/hold on the
draggable, it created the ghosting of the object 35px below the
original, 35px being the offset amount of my scrolling. How can this
be fixed. I dont have position:fixed on my draggables.

I restore the old ui files (draggable, draggable.ext, droppable,
droppable.ext, mouse) and the draggable works fine in IE6. Now with
the files from the SVN, the droppables are fixed, but the issue is now
reversed (in IE6 only) - the draggable offset is not calculating
correctly when I scroll, it shows a ghosting of the object too far
below my cursor when i click/drag. The draggable is not position:
fixed.
I hate IE6.

um...I'm going to look into that. The best for such issues is an entry in our bugtracker, so I can track it and fix it when I have the time. Thanks!

I've just found this thread because I'm having exactly the same
problem trying to set up a drag and drop shopping cart.
I'm going to try using the updated Jquery core and draggable.js file
as suggested in this thread but some are saying that it still doesn't
work in some browsers.
Has anyone found a fix for this that works in all browsers ?

I wonder if these problems are due to the element comparison logic in
the trunk. I submitted a patch at http://dev.jquery.com/ticket/2122
that fixes this and extends the accept function but it hasn't been
applied or noted. It works great on my end.

Can you provide a demo that shows the problem? Make sure you're using
the most recent version (from SVN) of jquery.js, jquery.dimensions.js,
ui.mouse.js, ui.draggable.js, ui.droppable.js.
Using the current versions I have not had any problems with fixed
position droppables. Also using the patch from http://dev.jquery.com/ticket/2161
I have no problem with fixed position draggables. Tested in all
browsers on Windows.
