in jQuery Mobile

Hi guys,
New to JQuery mobile here. Need some help with this one. So What I want is something similar in the image bellow. in the image, you will see on top a Ipad/tablet design layout design. And on the bottom is a IPhone/Android layout design.
Just like in the JQuery Mobile demo/docs when you resize your browser to a tablet size or a phone size, the ui-block layout on the left is on top and the ui-block layout on the right is on the bottom. How is that coded? Should that be on my CSS or is that in JQuery Mobile already?. Would love to see if someone could make a very simple example of this cuz I really have no idea how to :(
