Help using Smooth Div Scroll

I am a novice of JQuery and am trying to use this and a plugin on a gallery site I am working on. Here is a link to the plugin I am using:

I am having problems with getting the scrolling to work. I wonder if it's just an issue of a file placed in the wrong location.
