jQuery on Rails will not use inline JS, which sounds like what you're looking for.

I will need testers in a couple of weeks. I'll keep you posted as I move forward. Keep in mind that a good number of the features in Rails, like callbacks for specific types of responses in AJAX, are not present in jQuery and thus cannot be reliably ported over. We'll see how much of an obstacle that becomes. If necessary, I'm open to including plugins that add necessary functionality.

I wonder how Rails sites work on old systems (PIII and below)?
Its a pity that Rails uses inline javascript - I would have thought
that would have been separated as well. Is there any RWAD (Rapid Web
Application Development) system that does not do this (

certainly does, even goes as far as inline CSS)?
