Maybe I don't understand you but fixed headers and footers are no problem:

I have the same problem.
Fix toolbars doesn't work on my tablet (android 2.2), I test it, opening this page:

Toolbars scroll too...
Anyone can help?

There is no way to achieve this without using a plugin like i-scroll, unless you create something yourself. This is not out-of-the-box functionality for JQuery Mobile.

thank you very much haga0054, i started using cubiq i-scroll with jquery-mobile-iscrollview. One thing more please, in this demo http://cubiq.org/dropbox/iscroll4/examples/simple/ and in my test page too when scolling contents overs you can still scroll, in that case page just scrolls to the last element of scrolling content. Is there a way just disable scolling when the last element of scrolling content is shown, like we normally consider scrolling to be?
