Open dialog by #id

In the docs there are only examples about opening a dialog that gets its content from another file
What is the correct method to do this?
I tried using "#my-div" instead of "foo.html" but it works only "sometime" (I can't understand what make it works...) and when it works there are still some errors (like that the "back button" inside the dialog not only close the dialog but also call a "back" on the navigation).
