Question from a jQuery newbie

Hi guys,

I'm still learning how to use jQuery so please excuse my knowledge here.

I'm trying to create a tool tip effect which when users mouse over, a message pops up with more information.

Example: http://www.shiply.com/vehicle-delivery/cheap-car-transporters.php

If you look at the press logos at the middle of the page, when you mouse over them there's a message popped up. That's the kind of effect I want to create.

what have you tried? are you looking for a plugin? what problems have you come across?

To be very frank I tried copy and paste the code from there site on my site and played with it but didn't turn out to be very working as you can expect :(. Any plugins that you can recommend? Thanks
