Round numbers that are after comma

Hi everyone, i need a little help. Is there any solution how to round numbers that are after comma.

Example: Number 4.89 to convert to 4.90. I really need that. 

I have used: Math.round(value).toFixed(2) - but this returns me the value "5", i need "4.9".
