Start Skill Bar Animation at specific point

Hey,
I am working on a one page portfolio and I have integraded a skill bar on my about section. Now the problem is, that the skill bar starts to animate as soon as the website is loaded, but I want it to start when the viewer reached the about part.
What function do I have to add to the jquery file?
Hope somebody can help out. Thanks in advanced.
