Tabs completely broken

I am attempting to design a webpage with jquery ui. The tabs are completely broken and unusable. What did I do wrong? I included all the stylesheets and javascript from the example index.html.

The content divs are expected to be children of the tabs container:

<div id="tabs">
<ul>...</ul>
<div id="tab1">...</div>
...
</div>
