I'm assuming you mean rerun the code inside a $(documen).ready(...);. No, it is not possible to fire the code within the ready event after the dom has loaded, unless, that code is a named function.
function domReady() {
alert("dom Ready Fired!");
}
$(document).ready(domReady);
// run same function 10 seconds later
setTimeout(domReady,10000);

Then is there any way of don't to load the page if jQuery still don't work? Something like this:
<script src="http://ajax.googleapis.com/ajax/libs/jquery/1.6.4/jquery.min.js" type="text/javascript"></script>
if (typeof jQuery == "undefined"){
// Something to stop loading page
} else {
// Something to continue loading page
}

you can't stop loading the page, however, you can navigate to another page.
location.href = "about:blank"
