2. Impossible to tell with this little information. We don't even know what version of JQM you are using.
3. If you are submitting for the Google store, they don't care. They will accept your app with the glitches. You may not to unleash it on the public that way, but they don't care. Apple, on the other hand, does, very much so, and it is indeed difficult to get approval for an app that uses the current release of JQM without applying some fixes.
